There is to much nitrogen in the water, that is the principal reason. It causes algal bloom which decreases the oxygen of the zone and causes death of the ecosystem.

Because its polar covalent bonds. Oxygen has a larger electro negativity than hydrogen, so the electron pairs are pulled closed to the oxygen atom given it a partial negative charge
